There is some bacteria in the gravel, so much so that it would be worth using, if you place some that is taken from the very top layer, about a handful and place it in a filter sock and run it in the tank it will speed up the cycle process.

You could ask for someone to post you some media, most of the bacteria should survive the postal process providing it remains wet.

even if that tank isnt finish cycling should i try it?

If it hasn't cycled yet it wont hurt to add some gravel in a filter sock, just ensure it gets lots of circulation.
