Depends on your set up. Generally aim for 3+ times turnover, so 360lph, but remember that the filters tend to quote flow rates empty apart from a few like eheim. If you're going planted then people start to aim towards 10x flow so around the 1200lph mark and marine flow rates tend to be 20x (although external filters in marine tanks have their issues).
You can put whatever you like in an external, I'd watch the ammonia absorbers though, nice for short term but they take food from the biological colony and then run out on you, so they are generally used in hospital tanks and in emergencies, but, in principle you can add them.
If you're on a budget then the all pond solutions filters (go big on the numbers, they drop flow rates a lot, and check the size if you go for a big one) or the eheim classic are on the cheaper end of the spectrum.
