Eco Complete Substrate Vs. Sand

I'm setting up my 30g. next week and have 40 lbs. of Eco Complete substrate. However, it's black and I'm questioning black because it's so dark, and I don't know if I need it because I'll be planting just a few low light plants that cannot be buried in the substrate. So, any thoughts on just plain sand and how everything will do with that vs. the Eco Complete substrate (additionally, I am putting 78w. of T5 over the tank and do not want to use a co2 diffuser).
 
That is a huge amount of light!! I can see algae being a real issue for you without co2.
 
Sand will be fine IMO. cat litter also makes a good substrate and is reasonably priced.
