I don't think the Dwarf puffers have a preference of substrata. I like the sand because I find it easier to keep clean. I have read that the Dwarfs like to spawn in Java moss, so peat may work well for the same purpose. If you do get them from different sources, try to get them at the same time so that they are all introduced to the tank at the same time, should help to cut down on the aggression.
If the Dwarfs act like my Emerald puffers, then the male takes care of the eggs after they are spawned and will help to protect the babies after they are free swimming, but will also be much more aggressive once he starts to protect the eggs. Rens Aquarium has some good info on breeding Dwarfs.
