I am thinking of putting this in my 12g..
would that be suitable?

Dwarf Plec is rather vague. That can be any number of literally a 100 species of Pleco and their close relatives.

There are hundreds of L and LDA number plecs, and a lot of them could be classified as 'dwarf'. Try having a look at Planet Catfish, or get a picture of your catfish so we can help track down what type of species your talking about (if you havn't found a name)

According to planet catfish the oto is a dwarft plec. This is the only plec I would put into a tank of your size. They don't all get very big (although many become monsters, albeit beautiful ones!) but they all create a lot of water and there needs to be a high volume of water to dilute this to safe levels.

If it is the oto that you are talking about then these are great but should not be kept alone. Consider getting at least 2 of them.
