My black angelfish appears to be unwell.

His fins are all drooped down and he stays in one spot. He moves only occasionally. Strangely, he was as perky as a schoolboy a few days ago. Now he's just, under the sun......... He's in a 40 gal tank with only 1 gourami. Both were bought at the same time 2 years ago and they get along like two peas in a pod. There doesn't seem to be any injuries as well. The only new addition to the tank was another angelfish but it's only around 1-2 inches big. Again, no aggression or violence issues.

There are only two factors but I'm still unsure:
1) He got stressed by the new (but extremely tiny compared to him) angelfish
2) He's starving. I was away at a school retreat for 4 days and assigned my brother to feed the fish. He completely forgot to feed them for the 4 days!

4 days without food isn't a problem. What are the water parameters? pH, ammonia, nitrite, nitrate and temp... Also look up angelfish disease. Sounds like he might be showing the early signs.
 
Did you quarantine the new angelfish?

If not you could have brought in a whole bunch of problems into your tank. Any other symptoms? Rapid breathing/gill movement? Tilting? Rubbing?

If you hadn't quarantined, then in the future always do so for a minimum of 30 days.
 
The water parameters are spot on (as of yesterday).
pH is around 6.7 sometimes 7.0. There are time when it reaches 8.3 or so.
Ammonia: 0.0 ppm
Nitrite: 0
Nitrate: 0
I don't know about the temp. I live in Southeast Asia so the water is constantly warm.

I did quarantine the new angelfish, unfortunately, it wasn't 30 days.

The new guy doesn't seem sick and the store that I bought him from is a very well-known and respectable shop. I've been buying healthy fish from them for years now.

My sickly angel's a bit active now. He's swimming a bit more now though he doesn't go up to the surface to eat anymore. I thought at first it was just because he had forgotten the feeding routine in the 4 days he wasn't fed. Still, he continues to stay in one spot with his droopy fins for many parts of the day.

From what I've read about fish diseases, his symptoms are consistent with fin rot. He has torn and droopy fins, he doesn't have much of an appetite in the recent days and he's just swimming still in the bottom corner of the tank (at least he moves around more now). He would also seem to have white films on his fins and body but it looks far from ich/ick.
