When my betta flares his gills at me, I put my hands on my neck and "flare" back. He gets really excited and tries to out flare me until one of us backs down.

No, I've never done that either. My boys never flare at me, only at the mirrors, and sometimes they even get scared of the mirrors and hide behind the plants!!
