I rigged up a diy co2 system yesterday and made the concocsion 2l bottle with one tablespoon of yeast to 2 cup s of sugar and topped up with warm water ! Done it yesterday afternoon and left for about 6 hrs and nothing happened, assuming the water might of been to hot and killed the yeast i done it again last night with cooler water and left it over night !! Woke up this morning and still nothing, any ideas where i'm going rong ?

Try a refill fromscratch on an empty bottle. Put the sugar in the empty bottle and follow it with 2 cups of warm, not hot, water. Shake the bottle a few times untill all the sugar is dissolved. It should look like only water in the bottle. Reconstitute the yeast by closely following the directions on the package. The water you use should only be luke warm. If you can measure it with a thermometer, use 105F water but its better a bit cool than too hot. A trick to get things off to a good start is to take the reconstituted yeast and add a little sugar to the yeast mix and let it get started for about 10 minutes. After that you can add it to your sugar water concoction. I don't know if the baking soda does any good at all. I have seen widely differing opinions on that aspect of the mix but if you think it does go ahead and add it in.
I just did a batch like that last week and didn't see any bubbles for about 6 hours but now its going at about 10 bubbles per minute.
