Dirty tank

Hi Everyone,
In my tank in the gravel their is lots of substrate how do I get rid of it I have one 9f the suction gravel water removers but they don't work well and after I do a water change the tank is really dirty until the substrate settles I have attached pics of my tank below

Do you mean there is waste in the gravel? The gravel is the substrate....

Use a gravel vaccum to suck all the gunk up
