Dechlorinator

Within a second or two. If you've ever made chocolate milk or ice tea, the amount of time it takes for a color change in the beverage is the amount of time it takes dechlorinator to work. I've seen this done with a yellow tagging agent that marks chlorine & chloramine.

About 10 mins Ive been told for it to circulate fully

Someone told you wrong.

A few years back we had a rep from Tetra do a demonstration at one of out club meeting on the effectiveness of different brands of water treatments. He used a yellow tagging agent to mark the chlorine & chloramine, I could make a few phone calls to find out what this chemical was. Good dechlorinators work almost instantly, poor ones work instantly if you add anywhere from double to 5 times the suggested dose. Tied at the top were Prime & Aquasafe.
