Debating Combing Tanks Into 20 Gallon

well now that I am debating moving out I want to keep my fish but probably wont have room for 3 tanks thus I am thinking about combing them into a 20 gallon. The starting stock would be:

1 Dwarf Puffer
1 Molly
6 Molly Fry (about half an inch each)
2 ADF
4 Oto
Lots of Snails (until the puffer gets to them).

I am sure my current filter system would work since I am using an Aqua Clear 20 and Fuval 2+ which combined should work for 20-40 gallons. I would bring the filter media from all 3 tanks which should handle everything. I would probably go for a sand substance and from there use lots of wood and live plants. The plants in my current tanks are Anubis, Amazon swords and Aponogetons. My Dwarf Puffer is pretty shy so I would guess he wouldn't tear everything in the tank to shreds. I had a fry in there with him for awhile and they never had issues and they seemed to be around each other without issues. I would like to perhaps add a single angel fish to that after the transfer but I would have to see how everyone mingled first. Does this sound do able or should it be avoided?

I'd definitely avoid the Dwarf Puffer, they are best kept in a species only tank. Even though he seems fine now, they can soon turn.
I kept Dwarf Puffers in a heavily planted community tanks for three months with no problems, then I got up one morning to find the Puffers had nipped the fins of all of my fish.
A 20G tank may be ok for an Angel if it is at least 16"-18" high, although it would be better in a bigger tank. If the tank is that high, then you may struugle with your Frogs as they prefer a more shallow tank.

hmm well depending on the room I can find I will I may be able to keep 2 10 gallons of a 10 and 20 gallon. It all depends on what happens. I know I want my puffer no matter what and my gf wants to keep her Molly. I may just keep the puffer+oto+ADF in a 10 gallon (maybe add a female puffer depending on how that works out) and keep the Molly+Cory+? in a 20 gallon. I dont know, just getting ideas.
