Day 19 On Fishless Cycle

Hey guys
I'm on day 19 of my fishless cycle. my initial dose of ammonia is down to 0.25ppm and my nitrite reading is showing around 2.0ppm (roughly). Do I have to wait for the ammonia to go down to zero before I dose it back up to 3-4ppm or do I dose it now?
