Cycle has finished so I got some fish + shrimp.

5 x neon tetras and 5 x algae shrimp.

1 neon has died already...

ammonia = 0
nitrite = 0
nitrates = 5ppm

It was separate from the rest of the neons from the start and seemed to be gasping at the surface. I turned off my CO2 and increased aeration but it went belly up anyway?

Could it just be one of those things?

I would say so. Exactly the same thing happened to me. My water parameters are almost identical to yours. This just seems to happen sometimes, maybe the fish was the 'runt' if you know what i mean. I wouldn't worry too much unless you have any more trouble with them. :good:

However, sorry for your loss anyway. :sad:

It simply just could have been poor stock from the LFS. I wouldn't worry too much unless more die.

Same thing happened to us when we got fish for our tank when it was done cycling.
We got 4 harlequin rasboras and 2 of them were just sickly to begin with and died.
Same with one of the julii cories we had gotten.
Just one of those things.

Was probably just a problem with the fish. However if you are using CO2 what are the CO2 levels in the tank? If you have the test kit what are the oxygen levels too?

I'm just using a nutrafin yeast CO2 system so didn't have a co2 or oxygen test kits. The other four neons seem to be ok and the shrimp are dashing everywhere lol.

yeah i would go with the point that the fish wasnt well right from the start.

Unfortunately, Neon Tetras (and Cardinal Tetras) aren't good first additions to a newly-cycled tank. Just one of those things. They're both ideally added a good two months after the tank has cycled AND matured.
