Is it okay to have crushed coral as your substrate for a tank containing White Cloud Mountain Minnow & Goldfish?
 
I'm not up on the pH requirements of those fish but the coral will raise pH into at least the high 7s. If that is OK for your fish then it's a go.
 
Yup, agree with OM47 - crushed coral will raise the KH and then gradually raise the pH towards 8 or slightly above I believe. It may take a couple of weeks to start seeing it do this but eventually it will do it.

I would definitely say no. Most FW fish prefer a lower pH than what you will get with crushed coral. WCs & goldfish like a pH near neutral or in the 6.5 to 7.5 range and CC will probably put your pH ove 8 plus give you a very high GH & KH. In FW, it is really only suitable for African cichlid tanks.
