I've tested the tap water and that's reading .25 also. Could this be the api batch?

It could be a faulty test kit but you could also have ammonia in your tap water(this is not uncommon). Can you call your water department and request a list of what is in it? Then you would know for sure. You could also get your water tested with a different kit, like at your LFS or a near-by friend.
