Is Java Moss what is all over my driftwood? So should I leave the mosso on the wood?
Quite likely! If you want a place for the shrimp to hide and call home, i'd leave it on. If you don't like it as it is, you could try attaching more to a different piece of decor. There are plenty of threads in the planted section of this forum on how to attach Java Moss / Riccia.

I actually like the way it looks. But all of a sudden I'm having an algea problem ever since I got the java moss. could that be causing it?

I wouldn't say introducing a plant would ever CAUSE an algae problem, since it's a direct (and more effective) competitor for nutrients.

Perhaps coincidence. Keeping up with the water changes and water tests?
 
The java moss might have brought in algae spores of a type that was not previously in as much evidence in your tank. The "trigger" though will always be light + ammonia (ammonia of course in traces below what our tests measure.)

Should I clean the inside off or could it go away on its own? It's not real bad but it is making the tank seema little dirty.
