a pad heater is sometimes called a reptile heat pad, in the us they are like thin plastic sheets with a wire coming out the end tha u plug in the wall. 24 oz is small but jared baby beta somtimes have stuff like that.
try geting ur parents ok but showning them pic of really pretty planted betta tanks and saying slightly bigger one witha heater would be pretter then a little plastic hamster box cup thingie, here is a pic of my tank for reference,, heh lol, and maby you should show them this web site and if they see thats what experenced keepers and breeders prefer they might be like oh, that a good idea, instead of sounding like a little kid asking for toys at the store, even though most of us still feel like that when we walk in ti said fish place.... lamo!
