I believe that you can keep one oscar, as it will take quite a few months before he reaches 12"+ so i would say go for it as long as you plan to get a bigger tank if he needs it later on

Thats a shame because I read an article that oscars rarely reach over 12" that would leave a full 6" free space for turning and if I decorate the enviroment correctly which soft plants this wont inhibit the space the oscar can use ...

Female oscars grow to about 10-12" but males routinely get up to 13-15".
I don't know where it started that "oscars" only get 10-12" in an aquarium. I hear that a lot but don't understand it and have seen very many 13"+ and even a few 15-16" that other people have had.
But yea, per your question, I have to say I agree with most that the tank is too small.
