Co2 Fire Extinguisher Decommissioning

It has just been brought to my attention that most Fire and Safety companies here in the UK usually have a very large stock of surplus extinguishers that require decommissioning safely, by law they can't just vent them to atmosphere to meet all the environmental rules and they usually have a fee to pay to get them done, so with this new info in mind I called into a local company, told them of my intended use of them, and I walked out with two full 3KG extinguishes FOC and was told when they are empty just return them and they'll keep on replacing them as I'm actually doing them a favour! So with that in mind give it a go call into a local fire and safety company and see if you can be as lucky as I have been "shy kids get nowt" as they say up here in the north east

Wish I knew where an equivalent of that would be here! Sounds awesome. Is there not an issue with the CO2 being degraded after time or something? Basically, doesn't the reason they're getting rid of them impact their usability?
 
From what I understand the Co2 doesn't have a shelf life, it's not going to go off, it's always going to remain just Co2, the reason they replace, renew them is just to ensure that the extinguisher is going to be a functional item in times of emergency
