Clown Loach Acting Weird

Fish Symptoms (include full description including lesion, color, location, fish behavior):
The colour of the fish has dulled, seems to be twitching.

Volume and Frequency of water changes: going to be doing a 50% one on Sunday

Chemical Additives or Media in your tank: added Interpet General Tonic 6 days ago

Tank inhabitants:
4 Guppys
1 rummy-nose
1 zebra danio
2 mollys
1 Male swordtail

None

Oh does not look well, how long have you had him?
How longs tank been set up?

had him about 3 ~ 4 weeks, the tank been set up for about 6 weeks

nope, use to be out more often then hiding, wasn't dull and didn't twitch

Looks quite emaciated, Have you got a chance to set up a hospital tank?

May have internal parasites, has he got white spots aswell?

He looks to have whiteish patches on his black parts, but could this be due to "dulling out"?
Update: He seems to be acting pretty dead-like, his gills are still moving so he is breathing.

Is he on his own because I know clown loaches are social and like to be in schools and they do not thrive well or last long on their own and 48l is much to small for clown loaches, as nelly pointed out it may have internal parasites.

but he does still slightly move around still
