cleanup fish and filters for my divided 10 gallon

So, I'm getting a little bit of algae in my 10 gallon, I'm doing a 100% change tomorrow -- but I normaly do 25-50% changes. but I was just wondering if it would be benficial to get a filter? and can I just add a filter in? (and, because I'll most likely get asked, no, it's not cycled :) ) also, is there any kind of "cleaner" fish I can add into my divided 10 gallons? I know shrimp have tendancies to get eaten, but is it an option? I don't want snails, they're far too messey.

How many sections is your 10 gallon divided into? What kind of bettas do you have in it? The only bettas that I've seen that are not bothered by filters are females and plakats. I have three 10 gallons that are divided into three sections each. I don't use filters and I do 50-70% water changes every week and I have no problem with algea. I'm not sure that you would have room for any "cleaner" fish in a divided 10 gallon. Otos could work, but they need to be kept in groups, and I'm not sure that you'd have enough space for that. Most (if not all) cleaner fish would need a filter or some kind of airation. Ottos would defently need a filter, they are fragile fish that need cycled water.
