i know this is a tropical form but does anyone know of a fish that can live i na cold water tank and eats left over food and alge oh in a 23L tank with a betta

nope. Its in the name Hillstream loaches need fast flowing water and a larger tank.

Try river shrimp, they are scavengers.

shrimp should be cool to have but knowing my luck no where will have them

There is a coldwater plec but these get very big! Do not buy one no matter what an LFS tells you. They grow big fast and will be end to end in your tank before you know it.
As Wolf says the Hillstream loach needs fast flowing water and more space than you have at the moment so they can be ruled out too.
Weather loaches are pretty much the same as the Hillstream loach in that they prefer faster flowing water and maybe a bit more room so, again, a no-no.
It would seem that shrimps are probably going to be your only solution but I would do some research on them before getting any as they may take a liking to your bettas finage.
