Cherry Shrimp?

Do I count shrimp as a fish when stocking the tank? for example if i was only meant to put 5 fish in a tank and i put in 3 shrimp would i count them as fish and put 2 fish in with them,

I'm not completely sure but seeing as shrimp eats a lot less than a fish of the same size i would guess they count as less than a normal fish, however they still secrete waste just not as much as a normal fish. When i got my shrimp i was told this sort of thing but i dont know for sure.

How is the number of fish a limit? I always go by type of fish and filtration method.
