Sorry, but the words 'cheap' and 'best' don't go together. Furthermore, there are a lot of other factors to take into consideration. For example. What kind of plants do you plan to stock.

Check out AHsupply.com they sell really good quality power compact retrofit kits. Once you have built the whole thing it turns out cheaper than buying the brand ones. I also trust mine to last for a very long time, they have much better quality parts than what you find in the market ones.
