ebay for second hand or http/www.charterhouse-aquatics.co.uk an arcadia ultra-seal T8 ballast/starter will be 13-16 quid and a tube 7-15 quid depending on size

if you want a double starter/ballast there few quid more plus 2 tubes

should be fine, get a reflector if your planning on keeping any plants.

I am gonna keep a few, mostly getting 12" fake for the background then real for the front.
