I had a male solid Gold Dragon Crown tail with what looked like a blister or growth at the base of the caudal peduncle just before the caudal fin started the fin rays. I thought it was excess pigmentation building up under the skin. It opened up to an ulcer looking wound. Treatment did nothing for it and somehow affected his gills and he died three days after starting treatment with antibiotics. I can't see clear enough in your picture to see if it's similar. If he's eating and swimming well and there are no signs of finrot or fungus I wouldn't panic and start on meds for nothing. Keep an eye out for any infection or new blisters. All I can recommend if it recurs is to raise the temperature above 82 but not over 86 and treat with ampicillan or tetracycline.
