Can we make tubifex worms in home?

I cant find tubifex worms. Can we make it without starter culture?
And how to sterilize it before feeding fishes?
 
Tubifex are usually found in sewerage farms and aren't worth keeping.
Blackworms live in shallow drains with sand or mud on the bottom and are easier to keep.

I heard betta breeders feed babies tubifex so they grow faster!
Is it true?
 
No idea if it's true but I wouldn't use Tubifex for any small or baby fish. Micro worms and vinegar eels are small and taken by most baby fish that are more than a few weeks old. They are also cleaner and easier to culture than Tubifex.
