If you have something that has had soap on it, it can eventually be rinsed well enough to use. It will takes huge amounts of very hot water to make sure all of the soap residue is gone, but it can be done.

bleach is safe to use to clean things. just make sure it airdries before you put it anywhere near the tank. or dip in super dechloinated water.
