Can The Substance "proper Ph"be Harmful Beta?

I don't know what's wrong with my beta fish, rapid gill movement, stress, like the bends.

I was fine yesterday, calm placid and active. I can only think that it was the water conditioner "proper PH". I have totally replaced the water with tap water but the symptoms persist. The symptoms might also be a reaction to chlorine. Have you used a dechlorinator in the new water? That would matter much more than a pH buffer.
