can parrots eat neon tetras?

hi guys.went to my lfs today and one of the lfs employee s droped a neon tetra in with small blood parrots and i mean 3-4 inch blood parrots.he was showin a lady if shje put bloodparrots with her neon tetras.that poor neon didnt last 5 min.parrots were a little skeptical but then attacked it.
what the hell is going on. sorry for the long post but i was shocked
