Can my fish see out of the tank???

Since we put our betta into the 20 gallon tank he has not seemed to notice us. When he was in his little tiny tank he always would come up to the side and wave back and forth. He would show that he is happy. But since we put him in there he has not done that. He doesn't even come to the side when I put my hand up to the side. I don't know if he is unhappy or mad or if he just can't see. I hope that everything is fine.

He should be able to... my goldfish can see me. He might be depressed, Bettas get that way when theyre moved. also, if you have a strong filter, it might be keeping him cross, so he doesnt feel up to greeting you. (Most bettas hate water current)
