Can Mosaic Plants Be Fully Submerged?

I bought two Mosaic plants today, I thought about just leaving them on the surface like they're supposed to be, but the steams are a bit crooked which doesn't allow the leaves to sit on the surface. So I buried some of it in the sand. Will the plant grow up to the surface? Or will it stay under water? My tank is 24" tall if that helps.
