So my tank a 60 litre tank has a PH of 8 and KH of 3. According to the CO2 chart I have 0.9ppm CO2. Now the ideal CO2 concentration for a CO2 enriched tank is anywhere between 15ppm and 30ppm.

How can i calculate co2 in bps to enter my tank to achieve at least 15ppm meaning ph down to 6.8 and kh remains at 3.

CO2 - PH - KH Chart

You cant calculate it.
You just have to choose a bubble rate, observe and then adjust as neccasary. If the plants suffer and you see algae, then turn it up. if your fish start to appear drunk/gasp for air then you've got too much.
Also, dont use pH/KH charts. There are plenty of other things in the water that are effecting pH instead of just carbonic acid (dissolved CO2).
This bit of reading should clear everything up for you.

When i started i started with 1 bps and observed, i'm now upto 3bps and seem to be doing well.

But in a 60 litre tank i think i should not exceed 2 bubbles per second (too much for so little water)

It depends on the bubble size, but yes it will probably be below 2. Thats why you use a drop checker as RadaR has kindly posted :good:
