So only one eye is affected.
Are you sure he hasn't injured his eye on something in the tank.

Bacterial med.
Anti internal bacteria med by interpet.

^^Agreed. Watch water stats, the Interpet internal bacteria med can be hard on the filters if accidentally overdosed. It's the only "off the shelf" med that works though. Also, stop the salt baths. They are useless for this ailment and will put the fish under increased stress

tank size 5"x 2"x 2" 425 litres
think ( small blue 4") discus was being bulled and turn on the (big blue 6") discus on sunday
woke up to this bulging eye

It's best to issolate and treat, but if you can't just add the interpet med to the whole tank.

Have the fish always bullied him. They might be picking on him because he's ill.

I'd treat the whole tank. If pop-eye has infected one fish, it's likely infected other fish also, but they are not showing symptoms. Also, when you add a single discus back into a group of them, it will get a really bad stuffing, and I mean they'll have all it's fins off and killed a lone newcomer before they leave it alone  Leave it where it is and treat the whole tank :good: Also, removing one Discus gives the other Discus it's in with less of a chance of getting away without being picked on. If you only have two Discus, you have your cause of disease

All the best
