I will assume the Alkalinity and Hardness numbers are ppm (or mg/l, which is the same) so that means very soft water (25 ppm equates to 1.3 dGH). Soft water species include most of the tetras (mentioned in post #1) and related fish like hatchetfish and pencilfish, most catfish like corydoras, and most of the rasboras, gourami, loaches (smaller species given the tank size). Lots to choose from.
 
That water is ideal for soft water fish as @Byron says. If you want to keep shrimp you will have to do a little research. There are shrimp that are suitable for soft water but many require more minerals for their exoskeleton to grow.
