Bubble Nests

My dwarf gourami seems like he is attempting to make a bubble nest.

He keeps going up to the top of the water, sucking in air then blowing tiny bubbles. These bubbles soon disperse and pop though. He has been doing this for about 20 minutes now and I am wondering if there is any way to help the nest stay together? I have turned down the filter flow but it aint helping.

Oh don't worry. He is undergoing basic training. My betta had that too before he became a full pledge daddy.
