If you use a simple overflow system to return your water to the sump from the tank, a pump failure can only stop the sump filtration, not affect water levels much. A sump must be maintained at a level such that a pump[ failure will not result in a sump overflow. The easiest way to establish that is to simply turn off the sump pump and verify the resulting levels are appropriate for the system you have established. Any number of tanks can be connected to a sump as long as there is a reasonable sump level that will work with your situation. Since sump level is always the main parameter to consider when filling the system, you can have minimum and maximum levels marked on the sump to keep you within acceptable limits.
