depending on the amount of surface water you might be able to squeeze in an african butterfly fish. They're unusual, fairly inactive and stay at the top so providing the filterations ok might be able to get some small bottom dwellers./

Would very small fish like neons or something eat baby shrimp?
Although I have been very tempted at the thought of puffers

if you plant it well i would put crs in there and you could add some galaxy rasboras or ember tetras with them. if well planted you will save some babies but i would just have the shrimp.
