Just rinse it with warm (not hot) tap water. Unless it was realy dirty or whatever before, you don't need to do anything more to it. A weak solution of bleach can be used in situations where you actualy need to disinfect the tank. Rinse very thoroughly afterwards.

if it's a brand spanking new tank, just fill it straight up, unless it's ex display then it might have a bit of dust so quick rinse would be good.
