Body Fungus?

I've got a crowntail betta that appears to have some fuzzy looking scales. I don't see anything else wrong with is body, just the fuzzy scales. He hangs out at the top behind the filter outflow, at the top near the filter intake tube, or wedges himself between the heater and wall of the tank. He hasn't been scratching himself that I've noticed - the other fish leave him alone.

Is this body fungus?

If it is, what is the best way to treat it? Can I use pimafix? They sell pimafix at the walmart here (I'm going there tomorrow morning), and don't know if I'll be able to make it to a real lfs tomorrow.

Can I treat the whole tank without harming the other fish? There are only fish (no inverts, frogs or live plants), they all have scales, and none of the others seem to be exhibiting any symptoms of illness.
