So my tank has been running now for a while
but have got blue green algae it's currently kept under control by myself (lots of removing everyday after work)

I think it was caused by rotting snails after killing most of them,
I have no fish so no harm on them.

whats the best way to remove this apart from rigorous tank cleaning,
but it apparently allways comes back.

would skimming my sand be any helpfull.

The black out method works well on BGA,

1 - give the tank a good clean and remove as much of the BGA as possible. Clean the filter

2 - cover the tank so it is completely dark inside, not a single spot of light to get in.

3 - turn off the co2 if you have it

4 - leave the tank for 3 days, don't even feed the fish, they will be fine without food for 3 days so will any plants you have.

5 - after three days, give the tank another good clean, including the filter and do a 50% water change.

That should get rid of it. BGA typically starts in areas of the tank that doesn't have very good water movement, the gravel is common or corners behind plants, reducing these 'dead spots' should help it stop coming back :)

I was actually going to Suck 50% of the sand layer out and Put it in a tub and Add Boiling water!!!
don't know if that would work also gives me a chance to have a change about in my tank....
would this kill it??

Yep it would! But what about the stuff in the other parts of the tank? You'll be amazed how well the black out method works ;)

That said if you are going to do a re-scape it makes sense to combine the two.
