Best Way To Use A Powerhead?

Bought a new powerhead today and it can be situated several ways in the tank.

Which is better:

The spray above the water and landing on the surface?\

or

Under the water creating a current?

If both are equal I think I will go with above the water as the current seems to be disruptive to some of the smaller fishes.

Shoot it at the surface from below. You want as much water agitation as possible on the surface when using a powerhead versus an airstone.
