Best Lights For A Hi-tech Tank?

I am planning to eventually turn my 55gal tank into a hi-tech planted tank. I don't know when it will happen, but I am hoping sometime this summer when school is out. I want to figure out what I need, so I can watch for some good deals and slowly get everything I need. I am aiming at 2-3 wpg, I want to be able to grow some really red plants. It will have pressuried CO2 and I will probably attempt the IE method on it. Does that sound good?

First, would it be best to buy a whole fixture or construct the light myself?

What would be the best type of lighting to use?
I'm familiar with CF lights, but I know there are T5, T6, Metal Halide, and a couple others. I don't know much about them,
but what would give me the best bang for my buck.

Also what type of CO2 regulator would you suggest?
