The brown diatom algae you are describing is pretty common for newly set up tanks. Evetually (after a couple of months) it should go away on its own.

How many hours are your lights currently on?

Ottos would eat the diatoms. They wouldn't weat the "fluffy" algae the OP describes though.

Also, a pictus cat isn't suitable for a 95L tank, nor those tankmates: they are predators (ie, your smaller fish will mysteriously disappear in the night), they like to be kept in groups and need a large tank footprint.
