Bacterial Bloom.

Hello there newbie, and welcome to the tropical fish forum, Please excuse the other members panic, they jump on newbies on here, in order to help them out.
I would suggest reading through the beginners resource centre. that will help loads. by the sound of it you have been doing what is known as a "fish in cycle" where you add 2 fish every other week and hope the filter copes with it. If you have a cloud, try doing a 50% water change every day, and please remember to add water conditioner...tapsafe (tropical) is probably the cheapest i've seen available. what you may be seeing is an algal bloom. Is your tank near a window/door or some other light source.this will result in hightened multiplication of algae and can sometime look like a cloud appearing.
You need to rub the glass on the inside to remove algae just before you do your water changes and hopfully you will remove much of the algae. if the water smalls foul it can be caused by left over food rotting which has begun growing bacteria, in which case you have to remove the fish into a bucket, so as not to stress them while you do a full clean of the tank. Drain out as mush water as possible (use a siphon its the easiest way) and make sure you disturb the gravel as much as possible to get any rotting food, and waste out. then add dechlorinated water ) tap water with water conditioner) back into the tank. not plain tap water as any bacteria ( the beneficial type) built up in your filter will die on contact with tap water.
hope that helps, good luck xx cheers
