Are Neons pretty hardy?

they do better in a mature tank..

They are better in a mature tank as said above, Ive never had a problem with mine, not lost one yet and they were put into a tank when it was about 8 weeks up and running, I guess the source where they come from makes a difference, but I wouldnt advice them to cycle a tank with.

try use something like guppies..

Guppies Ive found are extremely senstive, especially those bred for their colourful tails. Are we actually talking about for cycling a tank or just for something to add to an already established tank?

Have you tried danios? They always work out as hardy IME.
