Aquarium Lighting Strong Enough?

Yes, 2 x 18w is strong enough for live plants.
Depends on your tank size, but would think it will be low tech types of plants that will do best with these lights.
Java Fern, Anubias, Java Moss , Cryptorynes, elodea (densa), wisteria and all sorts plants like these will be perfectly fine with low level lighting.
