Aquaclear powerhead not working right

I have an Aquaclear 30 powerhead that is moving very little water. I cleaned it, the impeller spins, but I get very low volume. Do I need to order a new one, or am I overlooking something simple?
 
Check the impellor to make sure it isn't broken.
Take the impellor assembly out of the motor.
Hold the magnetic base of the impellor with one hand and gently turn the plastic blades. If the blades turn around completely then it is stuffed and you need a new impellor.
The plastic blades should only go round about 180-250 degrees and should not go round continuously while you are holding the magnetic part.

Make sure you haven't lost any washers or the rubber grommets on the impellor shaft (steel rod that goes through the middle of the impellor).

If the pump has a reverse flow mechanism on it, make sure that is turned to allow water to flow out of the pump.
