Anyone Seen This Before?

i've had this cory for a good few months now, he came to me in this condition, he actually has no fins he seems to get around fine and stays in the areas where there isn't much water movement (tryed to make a few about the tank)

it is very hard to see what i mean in the pictures, but he won't come near the front

this one shows it quite well

all other tank mates including several cories are fine, he is healthy apart from this

I have a pygmy cory with half his tail like that. I think it got nipped off by one of my Sparklers when I got them. That was about 3-4 months ago and he's still the same, never grown back.
