Its mould, which makes me wonder what the water conditions are going to be like in the tank,
I would get them to check the water parameters and make sure they are not overfeeding/overstocked and are doing regular water changes/gravel cleaning.

looks like a moldy flake from overfeeding.

yeah it must have been from overfeeding, looked too big to be mould from flakes. Cheers for the help, removed it now
